Lourdes Santos Tancinco, widely known as “Attorney Lou,” is a highly accomplished San Francisco-based immigration lawyer and a passionate advocate for Filipino communities. As the co-founder and managing partner of Tancinco Law, Professional Corporation, she has led a distinguished legal career specializing in U.S. immigration law since 1992. Her firm has provided thousands of immigrants and their families with expert legal representation, shaping lives and futures with integrity and compassion.
Attorney Lou's leadership extends beyond the legal field. She currently serves as the Executive Director and Vice Chair of the Friends of U.P. Foundation in America (FUPFA), a U.S.-based nonprofit that facilitates donations from alumni and friends to support the University of the Philippines' educational mission. She is also served as Board Member and Vice President for 2022-2023 of the U.P. Alumni Association of San Francisco (UPAASF).
Advocacy and Community Leadership
Attorney Lou has dedicated her career to uplifting marginalized communities. Her work with Filipino World War II veterans stands as a testament to her lifelong commitment to justice and equity. In 1998, she co-founded the Veterans Equity Center (VEC) to provide critical services such as legal assistance, housing support, and health counseling to veterans and minority seniors. The center, now known as the Bayanihan Equity Center (BEC), has become a pillar of advocacy for Filipino veterans, spearheading initiatives like the Full Equity Bill and the Filipino World War II Veterans Parole (FWVP) program.
In her over 20 years of service as Board President of the VEC (1999–2021), Attorney Lou helped thousands of veterans and their families access the benefits and recognition they deserve. She continues to offer pro bono legal assistance to low-income seniors, immigrants, and families through the center’s legal clinic located at South of Market, San Francisco CA.
Her commitment to the community extends further as a board member of organizations like the Filipino American Development Foundation (1997-2015) and Alexis Apartments of St. Patrick (2000 to present), a Section 8 housing complex for low-income families in San Francisco.
Public Outreach and Media Engagement
Attorney Lou is also a recognized media personality and writer, known for her dedication to educating Filipino immigrants about immigration law. She has hosted and produced the long-running television show Pusong Pinoy sa Amerika, now entering its 18th season on GMA Pinoy TV, and previously contributed to TFC’s Balitang America with her immigration law segment, Pinoy Panawagan.
She has published articles in American Immigration Lawyers Association (AILA) books and writes regularly for local newspapers and news websites, ensuring vital legal knowledge reaches her community.

My professional career has been in the home building and real estate development industry in the San Francisco Bay Area, working as a construction and contracts manager. I was in the UP College of Engineering and came to the United States to finish out my Bachelor’s Degree in Civil Engineering at Santa Clara Univ., after which I completed a Master’s Degree in Construction Management at Stanford University.
I have been with UPAASF for the past 4 years. During this time, I served as the Board Secretary for the 2021-2022 term, and I am currently the Chairman of the Board of Directors for the 2023-2024 ter

She specializes in managing, designing, delivering, and coordinating interactive live and virtual training courses focused on skill development and therapeutic launches. Known for her innovative solutions to challenges, Wennie has over 15 years of experience in project management, over 10 years in television broadcasting and production, and over 8 years in corporate training and learning.
As an adept facilitator and trainer for Insights Discovery, Wennie's core competencies include project management, teamwork, collaboration, technology, digital event production, space and event planning, and digital editing. She possesses strong interpersonal skills and excels at working across diverse, multigenerational workplaces. Wennie is passionate about integrating diverse backgrounds and viewpoints into organizations to create inclusive work environments.
Wennie currently serves as a board member of The Filipino Food Movement and is a member of The Kalayaan SF committee. She is based in the SF East Bay area.

He started his career as an auditor in the assurance and business advisory services of SGV & Co. in Makati and PricewaterCoopers in San Francisco. He obtained his Bachelor of Science in Accountancy (cum laude) from UP Visayas. While in UP, he was inducted as a member of the Honor Society of Phi Kappa Phi. He is a licensed CPA in California and the Philippines. He has been serving as the treasurer of UPAASF since 2018.

Sonia Delen (UP Foreign Service) is a Lifetime Member, a Board member since 2013, and past president of UPAASF (2019-2021), where she co-founded the UPAASF FilipinoImmersion Summer Camp and spearheaded a $2.85 million COVID-19 testing kit donation to the UP-Philippine General Hospital in partnership with the Apl.de.ap Foundation. In 2023, Sonia received the prestigious Gawad Oblation Award from the University of the Philippines, the highest award given by UP to outstanding alumni and UP friends. Sonia was honored as one of 2023 Distinguished UP Alumni Awards by UP Alumni Association in America.
Professionally, Sonia serves as Director at Bank of America Global Leasing. In 2018, she was appointed by Governor Jerry Brown as the first Filipina American non-lawyer, public member of the State Bar of California’s Board of Trustees. She also served as an appointee to the Health Professions Education Foundation's Trustees.
As co-founder and president of the Filipino Food Movement, Sonia works to promote Filipino cuisine globally. She chairs the Campaign for Filipino Children of Apl.de.ap Foundation International to help eradicate preventable blindness caused by Retinopathy of Prematurity in the Philippines. Additionally, she is a film executive producer and a contributing author to the Filipina Women’s Network (FWN) DISRUPT(volumes 1.0, 4.0 and 5.0).
Sonia was recognized as one of the Top 50 Women Leaders of San Francisco by Women We Admire (2022) and selected as one of The Outstanding Filipinos in America by TOFA Awards (2020 & 2023). Sonia has also been honored by FWN as one of the 100 Most Influential Filipina Women in both the U.S. (2007) and globally (2013).
Sonia shares her achievements with the unwavering support of her husband, Christopher Fitzsimmons, and their children: David, Justin, and Matthew. In her leisure time, she enjoys classical music, opera, golf, and traveling.

I am Kiki Lopez, a proud transwoman living with HIV and the Community Engagement Coordinator at San Francisco Community Health Center. I advocate passionately for people living with HIV and trans communities, especially queer and trans Asian and Pacific Islanders, promoting cultural humility and harm reduction. I love building strong, family-like connections within the community.
Outside work, I’m a rising drag star performing in the Castro, SoMA, and East Bay. In my over 2 year stay here in the US, I am proud of my accomplishments which include being Miss GLBTQIA+ Asian and Pacific Alliance (GAPA) 2023 and to have been recognized and honored by the city and county of San Francisco for my contributions to the transgender immigrant community.

Venazir Martinez
Muralist and Visual Anthropreneur

I am Venazir Martinez, a Filipina street muralist and visual anthropreneur, I started Project Hilabana in 2018, a public art initiative that transforms urban landscapes into living narratives of Filipino identity and diaspora. Hilabana—meaning “woven path”—is anchored by the red thread, a symbol of the invisible bonds connecting people, cultures, and histories. A thesis that started in the University of the Philippines Baguio.
Through murals like Ani– Harvested Hopes in San Francisco and collaborations with programs like New York’s City Canvas, I strive to capture the resilience, hopes, and dreams of migrant communities. My work bridges past and present, celebrating the enduring spirit of the Filipino people.
Expanding internationally with exhibitions at Duke University and the Philippine Consulate in San Francisco, I’ve seen how Hilabana sparks dialogue and connection across cultures. My vision is to weave a global tapestry of murals, each one mapping shared human experiences and reimagining our collective place in an interconnected world.

I believe I should be part of the UPAASF board because of my dedication to empowering the Filipino American community and my proven leadership as Camp Director for the 11th Filipino Cultural Immersion Summer Camp. In this role, I led efforts to teach FilAm youth about their heritage through art, history, and social engagement, inspiring them to explore their personal connections to Filipino culture. As the founder of the Hilabana movement and a globally recognized artist, I’ve used my skills to foster pride, resilience, and community through impactful creative projects. I am eager to bring this experience and passion to UPAASF to further its mission

Expanding internationally with exhibitions at Duke University and the Philippine Consulate in San Francisco, I’ve seen how Hilabana sparks dialogue and connection across cultures. I believe I should be part of the UPAASF board because of my dedication to empowering the Filipino American community and my proven leadership as Camp Director for the 11th Filipino Cultural Immersion Summer Camp. In this role, I led efforts to teach FilAm youth about their heritage through art, history, and social engagement, inspiring them to explore their personal connections to Filipino culture. As the founder of the Hilabana movement and a globally recognized artist, I’ve used my skills to foster pride, resilience, and community through impactful creative projects. I am eager to bring this experience and passion to UPAASF to further its mission

Irene Townsend
Irene Townsend is a UP graduate from the College of Business, with a Bachelor of Science in Business Administration. She is also a member of the Sigma Delta Phi Sorority. She has worked for Citigroup for 24 years in various capacities, including managing the Flagship Branch in San Francisco, after which she moved to the International Personal Bank, working her way as Sales and Client Engagement Manager to becoming the Asia Market Head in 2021. In 2023, she moved to the domestic wealth management business as Wealth Group Executive, managing the Northern California territory which includes San Francisco, Marin, Sacramento, East Bay, Contra Costa and Greater Central Valley, with Wealth Relationship Managers under her leadership. Irene has completed several Wharton Executive Education programs with Citi, including Sales Leadership and Advanced Wealth Planning.
Irene has been happily married to Timothy Townsend for 17 years and they have 2 dogs, Duke and Daisy. Together, they enjoy alpine skiing and traveling to new and exciting places, seeking unique experiences and adventure!

Worked in the pharmaceutical industry for 13 years (1988 to 2003) both in the Philippines (1988-1997) and in the Bay Area (1997-2003).
Our family migrated to the US in 1997 with our 4 year old daughter, Justine.
In 2003, we opened our dental office in San Leandro with my wife, Judith, as the lead dentist and myself as practice manager. Twenty-one years later, Justine has become a dentist herself and works as an associate in the office and my other daughter, Bernice, as a dental assistant. In my spare time, I enjoy playing tennis and travel photography.

A resident of San Jose, California for over four decades, Elvie Teodoro has been a successful career and businesswoman in various fields. She graduated at the University of the Philippines (Diliman Q.C.) with a degree in Bachelor of Arts in Economics. She worked as Sr. Economic Research Staff at NEDA (National Economic and Development Authority) and Technical Board for Agricultural Credit at the Central Bank of the Philippines before migrating to the US.
Elvie was a Sr. Field Auditor for major Insurance Companies in California for over 20 years. She is also a Licensed Realtor in the State of California. In 2005, She and her late husband Tony Teodoro founded South County Homes, Inc. a Corporate entity in California engaged in the operation of three (3) Residential Care Homes with structured Programs for developmentally disabled Children and Adult. On February 2020, Elvie and her son, Dr. Alvin Teodoro took over the operations of 2 other Adult Care Facilities in San Jose, CA and established a Corporate entity known as Villa Glen Homes, Inc. These homes are licensed by the California Department of Social Services. Elvie is a Certified Administrator for both Adult and Elderly Residential Care Homes.
Elvie’s passion for music inspired her to open a Music school in San Jose, known as Evergreen Studio of Music & The Arts (ESOMA) www.evergreensoma.com. Elvie was also on the Board of Directors of San Jose Youth Ballet in 2005. She is actively involved in fund raising activities for various nonprofit organizations and serves as Lector during Sunday Services at St. Francis of Assisi Catholic Church.
Realizing the intrinsic value of music and the Performing Arts to the education of children and youth of the Community, in 2011, Elvie established a 501(c)(3) Nonprofit public benefit corporation known as NorCal Academy of Performing Arts (NAPA) www.gonorcalarts.org. This entity aims to provide children and youth, affordable, accessible and outstanding experiences in the field of Performing Arts. NAPA is dedicated to nurturing the musical and artistic talents of children and youth including those with special needs and developmental disabilities through participation in musical plays and other theatrical performances. To date NAPA has produced a total of 18 musical productions in major Performing Arts Theater in the Silicon Valley and has granted scholarships to several underserved children and youth.
On May 2019, Elvie was awarded and recognized by Silicon Valley Business Journal as one of the Most Influential Women in Silicon Valley. She was also awarded the 2020 Community Heroes Award on October 2020 for her outstanding service and dedication in the community. Elvie also serves as Board of Director for Fil-Am Chamber of Commerce in Silicon Valley since 2018. She is also a member of National Association of Women in Business (NAWBO). On February 2021, Elvie was elected Member of the Board of Directors of the University of the Philippines Alumni Association in San Francisco (UPAASF).
Elvie is blessed with 3 children, the oldest Alvin, a Medical Doctor and a successful entrepreneur. Elvie also has twin daughters, Anelise Claire and Arielle Therese who both graduated Summa Cum Laude and Magna Cum Laude respectively, with a degree of Bachelor of Science in Management at the University of San Francisco in 2019. Gigi Carunungan is an education leader with over 30 years of experience designing innovative learning environments. She co-founded and led the learning design of two Silicon Valley K-8 schools: Synapse School and Imagination School. Her integrated, thematic, and hands-on curricula have empowered students to thrive academically and personally, with Synapse School students exceeding national norms on their first standardized tests.
As the inventor of the Helical Model™, Gigi created a constructivist learning system grounded in neuroscience. This system guides students through five stages of learning: play, explore, connect, imagine, and remember. This model emphasizes analytical, creative, and hands-on experiences, fostering joy and a passion for learning while connecting classroom activities to real-world solutions.
Gigi was the Chief Learning Architect of Playnovate STEAM Learning Lab and CEO of MathXplorers, which won the 2024-2025 IBPA Innovation Award. Her upcoming book, Teaching with Math Stories, will be published by Columbia University’s Teachers College Press.

This program bridges alumni and students, fostering mentorship, career guidance, and deeper connections within the UP community.

Olivia de Jesus is the Executive Director of Philippine Development Foundation (PhilDev), a non-profit with a mission to enable the success of Filipinos through the pillars of education, innovation and entrepreneurship. She is also the Managing x Creative Director at Wondrous, a marketing communications agency she founded to help mission-oriented organizations tell their story and create positive impact.
Prior to entering the world of non-profit leadership, Olivia was the COO at ABS-CBN Global, where she spent the vast majority of her career connecting immigrant, transient and next-gen Filipino communities and providing them with relevant services. She was instrumental in developing and expanding the TFC news and entertainment network worldwide. Olivia's volunteer experience includes Board terms at Asian American Advertising Federation and ABS-CBN Foundation International, providing strong stewardship, strategy, fundraising & event management support.
Reason for joining the Board
My reason for joining the UPAASF Board I’ve devoted almost my entire career to be ‘in the service of Filipinos, worldwide’. I’ve told countless kababayan stories of struggle and resilience. Today, my work at PhilDev puts me in a unique position to go beyond storytelling, and be a partner in creating success stories of Filipinos. Joining UPAASF is such a timely progression of this renewed commitment. I’d like to work with UPAASF in furthering the upliftment of Filipinos through various projects that serve both the community and our nation. To be able to give back in the company of UP co-alums is the icing on the cake

Olivia de Jesus is the Executive Director of Philippine Development Foundation (PhilDev), a non-profit with a mission to enable the success of Filipinos through the pillars of education, innovation and entrepreneurship. She is also the Managing x Creative Director at Wondrous, a marketing communications agency she founded to help mission-oriented organizations tell their story and create positive impact.
Prior to entering the world of non-profit leadership, Olivia was the COO at ABS-CBN Global, where she spent the vast majority of her career connecting immigrant, transient and next-gen Filipino communities and providing them with relevant services. She was instrumental in developing and expanding the TFC news and entertainment network worldwide. As a clinical psychologist, she works as an autism and neurodevelopmental disabilities expert. Dr. Casuga has been serving as a governor-appointed Licensed Board Member of the California Board of Psychology tasked with regulating the practice of psychology in the State. Dr. Casuga graduated with a Bachelor of Sports Science degree from the UP College of Human Kinetics is 2003 prior to pursuing her Master of Arts degree in Sport Psychology and Doctorate in Psychology (Psy.D.) at John F. Kennedy University in California.
